A premium created by a training pipeline that has not caught up erodes within a few years as supply arrives. A premium created by a regulatory obligation — someone must sign, document or defend the work — persists as long as the obligation does. A premium created by accountability, where the role carries consequence for being wrong, is the most durable of all, because it cannot be resolved by adding graduates.
